National Social Policy

INTRODUCTION

The umbrella policy which encompasses the philosophy and various national social development policies is founded on the Constitution, Rukunegara (Pillars of Nationhood), Vision 2020 and national commitments at the international level.

The National Social Policy (NSP) is a social development policy founded on noble values and the improvement of human potential to achieve social integrity and stability, national fortitude and well-being for a progressive and established Malaysian society.

Background

  • 1990s - Discussion on social issues and the need for a national social policy

  • 1996 - Formation of the Cabinet Committee for the Eradication of Social
               Problems (CCESP)

  • 1998 - NDPC discussed the need for an NSP
             - EPU requested MNUSD to formulate the NSP

  • 1999 - MNUSD organised the NSP workshop
             - Appointment of the SAP consultants

  • 2002 - SAP consultants produced a draft of the NSP
             - Special Task Force in MNUSD
             - NSP, the implementation machinery and approach was presented
               to CCESP

  • 2003 - NSP was approved by the Cabinet (19 February)
             - NSP was launched officially (19 August)

Goal Statement

To create a progressive and established Malaysian society with every member having the opportunity to develop his/her potential to the optimum in a healthy social environment based on the qualities of unity, resilience, democracy, morality, tolerance, progress, care, fairness and equity in accordance with the goal of Vision 2020.

Policy Statement

The NSP is the social development policy founded on noble values and the improvement of human potential to achieve social integrity and stability, national fortitude and well-being for a progressive and established Malaysian society.

GENERAL OBJECTIVES

To ensure that every individual, family and community, regardless of ethnic group, religion, culture, gender and political belief as well as region is able to participate and contribute to national development as well as enjoy continuous contentment in life.

SPECIFIC OBJECTIVES

  • To ensure that the basic necessities of the individual, family and community are provided for
  • To develop and empower humans for life
  • To consolidate and develop the social support system and services
  • To generate multisector synergy

Objective 1

"TO ENSURE THAT THE BASIC NECESSITIES OF THE INDIVIDUAL, FAMILY AND COMMUNITY ARE PROVIDED FOR."

Encompasses:-

- Sufficient basic necessities
- A physical environment that is healthy, clean, safe and people-friendly
- A social environment that emphasises noble values
- Opportunities to improve the quality of life
- Family and communal life and the rights of a citizen
- Other necessities in life suitable with current developments

Objective 2

"TO DEVELOP AND EMPOWER HUMANS FOR LIFE"

Without discriminating gender, ethnicity and physical ability, enable the use and improvement of the individual's potential and resources to the optimum at every stage of the life cycle

Objective 3

"TO CONSOLIDATE AND DEVELOP THE SOCIAL SUPPORT SYSTEM AND SERVICES"

Reinforce and increase:

- Social support system such as the family, ethnicity, religion, social organisation
   and other systems at the community level
- Social service delivery system in all sectors involved in social services

Objective 4

"TO GENERATE MULTISECTOR SYNERGY"

Cooperation among the various fields within and between public, private and voluntary sectors needs to be strengthened to create synergy and resources in society to ensure the best social services for all members of the society, grounded on the concept that social development is a collective responsibility

NSP IMPLEMENTATION MACHINERY

INTRODUCTION

In accordance with the implementation of the National Social Policy, the Ministry of Women, Family and Community Development has been given the responsibility to establish 50 social reference centres (SRC) in the whole country.

The implementation of these SRCs requires a guideline to make them the sources of reference for agencies and those directly involved with their management. Moreover, it is expected to ensure effectiveness and to raise the quality of management of each SRC.

This guideline covers 6 important elements:

  • Background of the establishment and functions of the SRC;
  • Roles and responsibilities of the committee, operatives and supervisors of SRC as well as the experts;
  • Functions and chart of the implementation machinery of the National Social Policy (NSP);
  • Examples of format/form for the various transactions of the SRC;
  • List of SRCs; and
  • Manual on the database system for SRC operatives.

 

FUNCTIONS of SRC
  1. Database centre
    • Stores basic information about social sector services
    • Frequently Asked Questions (FAQ) from national social agencies and NGOs
    • Local data and agency/NGO services at the district/state levels
    • In future, this database will be extended to include e-bulletin services, e-forum, e-complaints and e-consultant/counsellor

    • Application forms
    • Rules/service qualification
    • Guide/application process
  3. Preliminary service centre
    • Facilities/comfort
    • Registration facilities/forms
    • Reference
  4. Counselling centre
    • Counselling rooms
