The Ministry of Women, Family and Community Development (KPWKM) was given the trust and responsibility of community development and welfare in April 2004. In a short period, the KPWKM has succeeded in resolving issues and problems relating to target groups, especially children, the disabled, senior citizens, the destitute, non-governmental organisations (NGOs) and disaster victims. Achievements attained from 2004 to the present are as follows:
These amendments were appropriate as a majority of these acts had not been amended since their legislation.
- Additional tax exemption for disabled persons raised from RM5,000 to RM6,000. For couples who are disabled, additional tax exemption was raised from RM2,500.00 to RM 3,500.00.
- Provision of monthly allowance of RM25 per disabled pupil who undergoes the Community-Based Rehabilitation Programme and special schools managed by voluntary welfare organisations.
- Daily food and drink expenses for residents of shelters and rehabilitation institutions comprising children, the elderly and disabled raised from RM3.90 to RM8.00 per head.
- Under the Welfare Assistance Scheme, the government increased the aid for children from RM80 per child per month and a maximum of RM350 per family to RM100 per child per month and a maximum of RM450 per family. In addition, aid to senior citizens was raised from RM135 a month to RM200 a month.
- Voluntary welfare organisations for senior citizens, children and the disabled continued to receive the attention of the government. In 2005, the government allocated a total of RM13 million for annual grants to 210 welfare organisations. The grants aimed at catering for the expenses for food and drink of residents of care centres managed by NGOs, administrative expenses of NGOs and salaries of teachers in special school.
- Besides the above annual grants, the Social Welfare Department (SWD) also provided RM5 million annually to NGOs to finance the activities to ensure the success of government programmes and policies. The provision of this grant was subject to stipulated terms and conditions.
- Express aid for the needy through members of Parliament: RM20,000 in 2004 to RM30,000 in 2005.
- The Council of Welfare and Social Development (Mayang) was established at the state, district and parliamentary constituency levels in July 2005 to ensure the effectiveness of the implementation of programmes and projects at the grass roots level and to expand the outreach programmes of the KPWKM to its target groups.
- The KPWKM obtained approval to set up 10 Community TASKA through an allocation of RM1,190,000.00. This project commenced in 2006 with the first Community TASKA being set up at the Penyayang Bakti Complex in Sungai Buloh, Selangor.
- The programme to upgrade the status of SWD institutions began in 2004 with an allocation of only RM23,000.00. However, in 2005, the KPWKM obtained an allocation totalling RM10.4 million to ensure the institutions under the SWD were in a good condition for the comfort of its residents. This was a major accomplishment as the KPWKM succeeded in upgrading the facilities of SWD institutions within a short period.
- To ensure the effectiveness of the KPWKM delivery system, proactive measures were taken to study and amend acts under its jurisdiction. These acts needed to be amended and updated in line with current needs. As a result, the following steps to amend the following acts were taken:
The Childcare Centre Act (TASKA) 1984;
- Care Centres Act 1993;
- Child Act 2001;
- Domestic Violence Act 1996; and
- Destitute Persons Act 1977.
- In addition, the KPWKM is formulating follow-up action plans towards the legislation of Disabled Persons Bill. This act is to ensure the interests and well-being of disabled persons are protected.
- The KPWKM also launched campaigns to create awareness among its target groups and the community concerning their well-being. The campaigns carried out by the ministry included:
Campaign to register disabled persons to ensure they benefited from the facilities provided by the government (1 December 2005 to 31 January 2006);
- Social message campaign through the electronic media.
